An OMBA-133 (single audit) is a federally required audit performed on entities that expend more than $750,000 of federal funding in a fiscal year.AnA-133 audit includes auditing the financial statements and the federal awards programs, and testing the compliance requirements and effectiveness of internal control. Comprehensive federal grant reforms contained in 2 CFR 200: Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards became effective December 26, 2014 and affect any new federal grant awards received after December 26, 2014. While the Uniform Grant Guidance contained in 2 CFR 200 incorporates many of the concepts and language directly from the prior OMB circulars, it replaces administrative changes to procurement standards; so, internal control documentation will require grantees to evaluate and revise existing policies to be in agreement with the Uniform Grant Guidance. This is the most expansive reform since the Single Audit Act of 1984. Ultimately, the new guidance will alter procedures and expectations for anyone who works with or monitors federal grants.
